Ambiguity and distribution-shift VOI

value_of_ambiguity_distribution_shift evaluates source-sample reweightings that represent plausible target populations or drift scenarios. It reports radius-penalized robust net benefit, scenario regret, shift sensitivity, and the expected value of resolving the scenario.

This method is experimental and distinct from model validation and causal transportability. Stable promotion requires Rust and retained-binding parity, licensed source/target evidence, and mature/stable approval.
